The Baggies went in to the home game without defender Branislav Ivanovic and midfielder Matheus Pereira after both tested positive during the week while Jose Mourinho opted to play Kane, Gareth Bale and Son Heung-Min for the first time together.
Callum Robinson found space and beat Hugo Lloris with his cross that found a Karlan Grant whose smashing attempt forced some desperate on-the-line defending from Eric Dier.
There were chances at either end after the break. Giovani Lo Celso, substituting for the injured Tanguy Ndombele nearly put Spurs on the scoresheet in the 67th minute while Sergio Reguilon's shot was blocked in the six-yard box before rebunding to Lo Celso who struck it wide.
Conor Gallagher hit the outside of the post at the other end moments later.
Just as it seemed that the game was heading for a tame draw, the West Brom's defence failed to track Kane's run into the box as the English striker Kane rose high to Matt Doherty's cross and headed the ball over goalkeeper Sam Johnstone.
The three points from the Hawthornes game helped Spurs catapult to the 2nd place with 17 points, equal to 3rd placed Liverpool. The Baggies who are yet to find a win after 8 outings languish in the relegation zone in the 18th spot.
